In calling for ending the arms race between India and Pakistan, Prime Minister Nawaz Sharif may have his heart in the right place. But the very next day after Sharif’s invitation five Indian soldiers were killed in attacks across the Line of Control, in the Poonch sector. That raises the question how much Sharif is in control of Pakistani policy. We could very well be seeing a reprise of 1998-99, when Sharif’s overtures to India were followed by Kargil.
